Projecten die de stad kunnen verbeteren, leveren ook wel eens minder vrolijk stemmende resultaten op. Vaak zijn er oorzaken die haast niet te beïnvloeden zijn, zoals bouwkosten en vaste proceduretijden. Ook bezwaren worden als exogene grootheden gezien. Als ik kijk naar de enorme inspanning die we in Nederland in de tweede helft van de jaren negentig (van de vorige eeuw, hoor ik mensen die jonger zijn dan ik er regelmatig achteraan zeggen) hebben geleverd in de woningbouw, ben ik onder de indruk van het volume en de verscheidenheid.
